 Shouting down dry holes.

Because the Left is stupid I explain those four words.

Shouting down- In this case refers to the act of speaking out, not the act of silencing your enemy. Read as Shouting, then look at the remaining words down dry holes as a descriptor of the futility with which they shout about causes without perspective or solutions. The writer is not saying to silence dry holes.
